We have an mot (indeed called apk) but bikes are excluded, still...
Most guys and gals take maintenance serious over here, your much more vulnerable on a bike than in a box on wheels. I presume that counts for the majority of people in the uk too?
There are a lot of poorly maintained bikes in the UK. The current financial situation does not help either. Even if you can do the maintenance work yourself it still costs for parts and consumables. I've seen some really bad examples around, especially on some of the smaller commuter type bikes.
A lot of my family live in South Africa where vehicles are only tested for roadworthiness on change of ownership. Vehicles can be easily be > 10 years old and not have had any safety checks. It's common to see vehicles in use with bald tyres etc. Needless to say this is not unrelated to the awful road safety record in that country.
I know the MOT system is not perfect but I think that overall I'm in favour of compulsory annual testing for bikes (and all other vehicles too).
