I soaked mine overnight with Wd-40 on them. Then I shoved a slotted screwdriver head into the hole in the center of each til it bit and spun it repeatedly until it was free. It took some work but I was certain m rotors were bad but it went from "dangerously ******" to spot on with a half hour of labor. You may need to do it more than once to really get them free.
