Hi how air proof or airtight is the throttle valve in the system, on my bike I am able to pressing air through with throttle close, and can't tell any difference if it is close or open Is the valve in bypass valve broken ?

I'm about to balance the throttle bodies. Is that hose clamp on for the clutch vacuum line really necessary? Because I'm going the cut the' clamp and I don't really see a need to replace it as it should be sucked on not blown off. Is it there to keep the Lawyers happy? D
