The 01-03 seat will fit the 99 rear end, so I don't see why not given that the front mounting rubbers, and lock position would be in the same place on the cowl as the seat?
It won't look right though, as the 99 seat is much thinner, as Cheesy has pointed out, the rear plastics are different.

The seat cowl of a 01-03 won't fit a 99 as it is far to wide
