i would have to agree with PaulW, the breathers are blocked off from the tank when the fuel filler is closed, i knw this because my left breather hole is blocked, and when it rains the water builds up and will only enter the tank when i open the filler.. already unblocked it once, but there must be corrosion build up in the bottom elbow coming from my tank..
only way it could flow from the breathers may be a burst pipe (on the breather pipe) on the later models (2002 etc) the breathers outlets are built into the tank, rather than built in the pump system. maybe there is a small hole in the inside of the tank part of the pipework. you need to remove the tank, block the two breather holes at the top, then see if you can blow down the outlets still.. Silicone hose (fish tank air line) should help get a good connection, not sure whats best for blocking the holes at the top, maybe a small blob of silicone sealant, let it go off over night before the test, at least with silicone you can pull it out again after.. (spray some wd40 inside the tube before applying any)
if you can blow down them, its a leak.. (seen a tank on ebay this week, was at around £40)
Maybe someone else can think of a better way - Agree, a very strange one..
