start??

My mates Mille is a right **** to start!! It has a tendency to flood from the start and then refuses to fire. He says that after he washes it it is even worse,leading to me to think that its a humidity problem? Would the Valve clearences be part of the problem aswell? or TBs? Any ideas Lads...
