sluggish

My 2007 T is very sluggish at low speeds round town, it is only happy in 1st gear is this normal?? I am used to the Jap 4s and am just wandering if this is just what i have to get used to with the twin? The old blade could run around quite happily in 3rd or 4th at these sorts of speeds...
