level?????

Hi all Newbie question..... took the panels off my 08 rsvr yesterday and notice no water in the clear expansion tank!!! (the one with the max/min lines on it). Bike was delivered late Dec 08 and has only done 250miles - should it be low on water????? I take it all I need to do is top it up...
