handle bar

I slightly bent my handle bar so it causes the throttle to stick open. I got a new one but I can't get the Fork Upper Plate to get the bar off so I can replace it. I have the tool that fits inside the center retaining bolt but nothing to torque it with. I used a pair of vise grips but can't get...
