decal or spray

Hey, Just a quick question for yis... Is it a way better job to prime & paint, then put a decal on the hugger, and then give the whole thing a shot of clear lac? Or just stick it on after the paint job? Does it relly matter? I plan to go at the hugger this weekend....a bit of a D.I.Y...
