annoying

Hi everyone,come to my bike today and wouldn't start,checked voltage on battery and when button pressed the battery only got 9 volts,so it's on charge now,is there anyone out there who can tell me things to put on for easier starting as these bikes take some power to turn over.i don't do massive...
