airbox????????

Hey I posted previous about the wire snip and got some good help,just wondering what this top hat restrictor is? Does this need to be done if wire is cut,I have a chip and gp can,not sure if wire or airbox is done but while I'm working on it,thought I'd have the knowledge for both? Can anybody...
