What does this bit do?

Whilst in the process of trying to diagnose the bikes starting problems i decided to look up the front air duct and can see a wire hook that is attached to nothing. Looking at the apriliayorkshire Front body - Duct diagram it is part number 12.

My question is therefore what does this part do and should it be connected to something?

Could it be causing problems with the bike not starting?

is it for the intake flap has the flap been removed

i think it's for the flap, though it looks like the flap is still there, tracing from the back of the control valve the pipes eventually lead back to the throttle boddies...

if you look in the how too do bit i think there is a post on taking out the flapper valve this may sort it for you
