Rear Brake Peddlie Height

I don't understand why you have to buy an aftermarket rear-set just to be able to adjust a brake peddle. I like two things with my shifter and my brake peddle. I like the shifter sitting on top of my boot, and I like the rear brake lever tilted downward so I don't have to move my foot to the right, raise it up, and then set it on the peddle. That all takes time. I want it sitting with my foot just off the peddle, so all you have to do is drop your foot. Seems like all bikes I've ridden lately come from the factory this way. The adjustability of the standard peddle is crap. I either need to modify it or replace it. Anybody have any suggestions on how I can lower the peddle any way that would still be sound?
 
If you're riding correctly, with the balls of your feet (rather than the instep) on the pegs, surely it shouldn't be a problem?
Most riding comfort issues are caused by bad posture, or bad habits.
Admittedly, there will always be those whose age or medical conditions prohibit a correct seating position.

Here in Michigan, where I live, the only reason to get on the balls of your feet is to take the shock out after hitting another pothole! Most of the time when riding around town, and to the next stop light, I ride with the sole on the peg, and the foot hovering over the brake lever waiting for the next idiot cutting me off. Yes, I do most of my breaking with the front, but still like dabbing the rear. There was a time when I never touched the rear brake, but around town I find it to be useful. Trust me, I know when to get on the balls of my feet"¦"¦
