New it looks like demon tweets are the cheapest .... Ship one form the states you may get stung for customs but if you know anybody going over there they could slip one in their luggage

I have had 2nd hand power commanders before and 1 wouldn't play ball below 2.5k rpm ...for the little bit extra for a new one you have peace of mind that it will work ok...or can at least send it back if it doesnt
