Ohlins Steering Damper Action

Can anyone confirm how a good steering damper should feel when off the bike?

I've removed mine, and it just doesn't feel as I thought it would - when set for low resistance I thought it would at least slide easily & uniformly, but it takes a lot of force to get it to start moving, then it slides easily - sort of the opposite to how I'd imagined! When set for high resistance it still takes a lot of force to get it to budge, then it slides easily, but with more resistance than when set for low resistance (obviously)....

I had imagined it would be a thing of joy to fiddle with but it just feels like a cheap door damper, has anyone serviced one??
 
I haven't felt what the stroke of the damper feels like when off the bike, but it should feel a bit tougher to push as when on the bike you have a mechanical leverage advantage over the damper. The circle described by the handlebars is bigger than the damper's.
 
If it isn't smooth then the seals have swollen and are dragging along the shaft , found this out once I took mine in to get serviced as it was getting harder to move handle bars when up on it front stand & when it had being sitting for a while it would feel like it was stuck till you gave it abit more effort against the bars to get things moving .. Worth checking & not much to reoil
 
The bike was handling like a pig, I thought the headrace bearings were shot but now suspect this might have been the culprit.

Was going to strip & service it, but it looks like there's more packed in there than I thought.....
