I Have a 02 rsv Millie, I got start the other day nothing comes on like battery is dead but the batter is new and is fully charge. So I connect to car then it on, but when tries to start all hear is a winning noise what could it be?

Is it a clicking noise? If so, sounds like the starter relay/solenoid. Try bridging the terminals on the solenoid with a screwdriver with the ignition switched on (be prepared for lots of sparks, possibly!) - if it wants to then start you know you need a new starter solenoid. Buy an uprated 150amp one if you can, helps prevent this sort of thing happening again.
Yes it makes a clicking noise also. OK I will try that, the starter solenoid do look rough.
