Fuel cap bolt turning but not coming out

1 of my bolts that hold the fuel cap on is stuck in the tank. It turns but the threaded part that holds it in to the plastic tank is also turning to.
Any ideas on how to get it out.
 
Going to have to drill the cap head bolt head until you can get the fuel cap off then a creeping oil on the threads over a couple of days to free it up. but will probably need someone to fit a new press stud but you will see better once the fuel cap is off, seal up tank with a rag for metal filings though.

Before you resort to drilling, only 3 of the 6 are actually used to hold the cap in place, they are spaced every other one, so once you have got one out, miss the next, then remove the next, and so on. Don't forget the one inside the fuel cap as well needs to be removed before you can remove the whole fuel cap assembly.
