clutch vacuum takeover on throttle body

I'm about to balance the throttle bodies. Is that hose clamp on for the clutch vacuum line really necessary? Because I'm going the cut the' clamp and I don't really see a need to replace it as it should be sucked on not blown off.
Is it there to keep the Lawyers happy?

The vacuum pipe is quite hard. I think there is a reasonable chance the vacuum could result in air sucked in from the unclamped pipe end, especially once some of the air has been sucked out of the vacuum diaghpragm chamber on deceleration.
