Do Oz wheels fit straight onto a non-factory RSVR, without any mods ?

ie: standard RSVR, `04 plate (mine), will the Oz wheels go straight on ?

They do providing you buy the correct ones for your front brake calipers. You'll need a set from a radial calipered bike and not a pre 03 bike if they are from a Mille. Not sure when Tuono's crossed over to radial calipers.
