Just been balancing the throttle bodies.
After setting them level I tried the throttle at various positions and the levels were fluctuating quite a lot.
Is this normal?
I expected the levels to stay fairly even.

Thinking of just setting the co2 instead using a gas tester.
Any advice?

That happens.

Also when I set the TB (on my 04) for perfect sync on idle they will be off sync when I open the throttle.
Personally I want them to be as good as possible around idle.

With the larger opening of the TB when you open the throttle the small (sync) bypass channels are of little influence.

The throttle bodies are linked vac wise on the 04. Generally you use the CO to balance the Tb's but you can use vac if you connect it in such a way to seperate each cylinder.

You can't set the CO value because it's entirely ecu controlled but you can use it for balance. As a rough guide if it's done right one cylinder (usually front) should have the bypass screw almost completely closed giving a stagger.

affects fueling up to 4k

geez the way to set the throttle bodies on an 04 onwards model is to set up CO you should always end up with one throttle body bypass screw closed to give an even idle and to smooth out the transition from closed to open throttle....
